Your gaming PC does the heavy lifting; the Pi just decodes video and sends controller input. Sunshine (free, open source) runs on the PC and Moonlight runs on the Pi.

Mission steps

  1. Install Sunshine on the PC

Download it from its GitHub releases, set a username and password in its web UI.

  2. Install Moonlight on the Pi

Install Moonlight Qt for Raspberry Pi following the project's instructions.

  3. Pair

Open Moonlight, select your PC and enter the PIN in Sunshine's web page.

  4. Use Ethernet

Wire at least one side — ideally both — for smooth 1080p60.

  5. Tune

Start at 1080p 60 fps 20 Mbps; raise bitrate until you see stutter, then step back.
